Abstract / short description:
Older people, people with pre-existing conditions or disabilities, people with a migrant background, and women are often described as particularly vulnerable in crises and disasters and as having limited self-help and self-protection capacities. At the same time, there is a lack of knowledge about the state of disaster management in Germany with regard to these groups, or more generally with regard to the consideration of age, gender, language, and disability in disaster management. This study examines the extent to which standards and guidelines exist, which measures for inclusive disaster management are being implemented, and which gaps and areas for action exist. Based on this, recommendations for action are developed on how these can be addressed (especially at the federal level). The study is part of the EU project “Innovative, Integrated and Inclusive Disaster Risk Management in Germany (3IDRM)”.
